Job Title: Program Coordinator
Location: Moldova, Chisinau municipality

General Job Description: The Program Coordinator will oversee two key components at Red Cross Moldova: Humanitarian Centers (40% of the role) and Cash and Voucher Assistance (60% of the role). The selected candidate will be responsible for planning, implementing and monitoring these programs, ensuring compliance with organizational standards and principles of humanity.
Key Responsibilities:
Humanitarian Center Coordinator (40%)
Program Planning and Development:
Coordinating the design, planning and development of the Centers, according to the objectives of the organization and the needs of the community.
Collaborating with stakeholders to ensure an integrated approach to services offered at the centres.
Implementation and Management:
Supervising the daily operations of the Centers, ensuring the delivery of quality services to beneficiaries.
Facilitate community engagement and outreach to increase awareness of available services.
Monitoring and Reporting:
Monitoring and evaluating the effectiveness and impact of the Centers through data collection, reporting and feedback mechanisms.
Preparing and presenting periodic progress reports to the Program Manager.
Training and Capacity Building:
Identify training needs and coordinate training sessions for staff and volunteers working in Union Centers to ensure high quality service delivery.
Cash and Voucher Assistance Coordinator (60%)
Program Design and Strategy:
Lead the design and strategic planning of Cash and Voucher Assistance programs, ensuring there is alignment with organizational goals and donor requirements.
Conduct market assessments and analysis to inform effective implementation of cash transfer programs.
Implementation and Coordination:
Manage the implementation of cash and voucher programs, including beneficiary selection, distribution methods, and monitoring compliance with policies and procedures.
Coordinating with finance and logistics teams to ensure timely and accurate distribution of cash and vouchers.
Monitoring and Evaluation:
Develop and implement monitoring tools to assess the effectiveness and impact of cash and voucher programs, ensuring accountability and reporting.
Preparing periodic reports detailing program results, challenges and recommendations for improvement.
Stakeholder Engagement:
Building and maintaining strong relationships with local authorities, NGOs and other partners involved in cash and voucher programming.
Representing the Moldovan Red Cross at relevant forums and meetings related to cash and voucher assistance.
Qualifications:
Bachelor's degree in social sciences, humanities, international development or related field.
Minimum 2-3 years of program coordination experience, preferably in humanitarian or development settings.
Strong understanding of cash and voucher assistance programs and community-based approaches.
Excellent communication and interpersonal skills with the ability to collaborate effectively in a multicultural environment.
Proven ability to manage multiple tasks and meet deadlines in a dynamic environment.
Very good knowledge of Romanian and Russian; knowledge of the English language is an advantage.
Familiarity with relevant humanitarian standards and principles.
